It's really quite nice IMO, although not exactly the thing for pixel art. But it does OK for me. Here is something I made with it:

I have run it on an IBM Thinkpad T22 which IIRC is even more weaksauce than your machine, and it did OK.

And like few guys said... use Grafx2, maybe Paint (not Paint.net) should run on that too.
I think GraphicGale also run in XP as well Promotion.

No, but seriously... Have you tried Paint.Net? That's pretty nice. Some things can be slow, but it's always nice to have on your system.
