(he uses GoatTracker)  You could run some of his tracks through SidDump and see how he's doing it though.   Agemixer's "Freestyler" is another nice example.

There was a formant speech synthesizer a while ago but afaik there's nothing useable in a tracker unless you want to code one yourself.
