The former. Just a place for current and new threads pertaining to regional scenes like the above. I guess if the op wants to make a nice first post with links to local venues, artists pages etc they totally could. Per scene forums seems like overkill

But if it makes it easier for people to search for these threads then it makes sense to give them there own section.
