If possible, start with a completely empty memory stick.
Unzip the appropriate hbl download on your pc.
Copy the CONTENTS ONLY of the "hbl-r113-signed-wololo" to the the root of your memory stick, not inside any folder.  Go ahead and copy your Piggy files too.
Boot the PSP and look for HBL in your Games directory and run it.
After HBL is finished try running Piggy.
What happens now?
