Bump! Took another crack at this today and realized the there's damage done to the board- there are two screw holes on the back of the cart case an it looks like someone had put the screw in the wrong one an turned it, scratching up the board and screwing up several of the traces.  Does anyone have a high res pic of the back of the board I could use to reference as I try and reconnect those traces?

Those are slightly out of date. 
I use these:
http://www.retrousb.com/downloads/POWERPAK135b2.zip
replaced with updated files from this:
http://home.comcast.net/~olimar/NES/powerpak_loopy.zip
and this:
http://home.comcast.net/~olimar/NES/mmc5.zip

Very very few roms don't work using this setup.  Even some previously unsupported MMC5 games (notably Castlevania III) work fine.

I just got a PowerPak secondhand and for some reason when I pop it into my NES and turn it on, I don't see the regular Powerpak home screen but instead I see what I can only describe as a maroon screen. Has anyone encountered this before, and if so, how did your resolve the issue? I'm hoping it's just something with the CF card but I don't have another one to test it with.
