When I start it up it gives me a screen that looks like this:
Any ideas on what could be wrong?
Or how to fix it?

Have you tried cleaning the contacts?
I blew in the cart and the pattern changed.
Would I just clean them with a q-tip and alcohol?
My knowledge of these things is slim to none.
A q-tip and alcohol is a good start.
It could also be the contacts inside the game boy, but if other carts/games work, probably not.
You're either getting a bad connection, or the ROM is corrupted somehow, in which case you will just have to reflash the cartridge and see if that works. I corrupted my ROM once by trying to run the PROM-only PIXELH8 programs off of my EMS carts.
Anyway, clean it again and reinsert it a few times to see if that gets a better connection.
welp I cleaned it a few times and popped it in and out.
Now the the picket fence is gone, but the registered logo is still there.
EDIT:
Anybody got any tips on how to open on of these without the security bit?

Opening it wont do you any good. The contacts are still dirty or the rom is corrupt.
Have you tried putting a different cartridge in to see if it works? Maybe the connector in the game boy is dirty.

Yeah my other carts work just fine.
Try cleaning it again. Q-tip and rubbing alcohol should do the trick.
Make sure that the cart is seated properly.
If all else fails... maybe try reflashing it like Telerophon suggested
It's a faulty cart from kitsch. It won't work without repair.
I think just reflashing it would probably just do the trick, because cleaning it isn't doing much it's just changing the shapes on the screen
lol so you're saying he bought one of the carts from Kitsch that was clearly listed as not working and in need of repair?
Nuclace... was this a working cart? or did you just purchase it from Kitsch?

Bought it from Kitsch,
I'm just seeing what you guys might think is wrong with it so I can fix it,
I don't know how to troubleshoot these things.
The other one I got that's glitching is WAY worse, it's just giving me 2 huge lines so I figured it's probably a lost cause, I just figured this one may be a simple fix since it's bringing the logo on the screen.

I think it may have bad ICs/solder issues. Reflow the cart, then reflash. It's your only choice. This is not a cart connector issue.
a reflash isnt going to do it then...
someone correct me if I am wrong but isn't the damage physical and will require smt soldering?
Yeah, you're definitely going to have to open it then…
Weird, I thought the bleep bloop carts just used philip's head screws.
Anyway, I guess step one now is just opening it and busting out your magnifier to look for any obvious damage, bad connections, or missing components.
