I think the second u is almost silent in practice. And also, fuckuoka could be read as "fuck u oka" and maybe they don't want that.

I've always thought the actual spelling was "Fukuoka" without the "C", so maybe it is intentional to put the C there and has no importance to put the U or not.
Anyway I'm already loving this ep, especially electrical denparade!

The real spelling is fukuoka (well, at least when transliterated to the Latin alphabet) and the added C is obviously a play on a certain English language curse word. The question, rather was why they left out the second u when writing it in the special way.
