I realize this isn't a chiptune-related question, but this is relevant to the hardware itself and I thought that this would be the best place to ask it:

From what I heard about the ability to save your game in the Sonic 3 cartridge, it's not saved on a battery but on an NVRAM chip which has 100,000 re-write cycles. I also heard a rumor that you can reset the rewrite cycles if you use a game genie or a pro action replay. Is there any truth to those rumors? Or if I buy an unsavable Sonic 3 cartridge I'm gefucked?

I'm pretty sure the 100,000 writes is a fact in the data sheet for that particular IC, not a variable in the code of sonic. 100,000 is quite a few saves my friend, so don't worry about it.

But what if I get a used cart that used to be at a Blockbuster Video? The reason I'm worried about this is because the last used Sonic 3 cart I bought didn't let me erase any saves after I turned off the Genesis.
