I just searched 'modem' on http://www.freesound.org/searchText.php
and got a bunch of good results.

Would this do?

Dial up modem sounds are awesome.

I actually made some sounds a while back in LSDJ's noise channel that sounded pretty close to a dial-up modem, lol.

Audacity can also generate DTMF sounds.

EDIT:  Actually, is that the same thing as modem tones?

No. Those are telephone tones.
I think what he needs is data establishment noises. The request was a bit confusing so I don't blame you for confusing these two tongue

8bw: get a modem and make them samples dude! Also: you can call a fax machine and record the noise, similar.

download aol 2.0. dial in and record the hand shaking. i like the noise when it just wont connect and it sounds like disapproving alien chatter.

I can get you some good stuff if you want to credit me. I can even record off a vintage Tandy 300 baud modem or AppleCat 2400.

Freesound uses the Sampling Plus 1.0 Creative Commons license which means

"To sample, mash-up, or otherwise creatively transform this work for commercial or noncommercial purposes."

details here

so I say go for it
