I use photoshop, and when I scale up from a smaller image I switch the scaling preferences to nearest neighbor, which preserves high edges. Works great for scaling up. Blows chunks for downsizing.

Haha cool i use gimp, and upscaling is kinda...ehh. i've been doing it really ghetto and zzoming in, screenshot, crop hahahaha

Most (probably all) raster image editors will let you scale up an image with nearest neighbour to multiples of 100% with ease.
It should be about the most trivial thing to do.
