if the rough side is smoothed out using LOCA, light wouldnt refract?

I couldnt find through google, hopefully someone could chime in?
Why does the rough side need to face away from the lcd? If I used enough LOCA to fill in the rough side, would that way work?
Curious, as I'm about to do this mod, and was wondering if rough side LOCA'd up and against the lcd with smooth side facing out would yield better results.
