Pretty much any software should work for making pixel art. If you want sensitivity, obvious one is Photoshop, obvious free alternative would be Gimp.
A graphics tablet is great for sketching and speeding up the planning stages. I have a XP-Pen Star G430S Graphics Drawing Tablet and it works fine. Pens don't have batteries to maintain, tablet itself has good pressure sensitivity.
