You can use FM samples for example and track whole song withouth any FM vst,synth/keyboard,soundchip in your fav music tracker, sequencer etc etc. Just use FM samples...

None of the 'instrumentation genres' you mentioned require any particular instrument to be that genre. Not every dubstep track has a bass wobble, and much less than 90% use Massive. Putting the rule "There must be at least one instrument (in main ambient melody) using FM synthesis" onto a genre seems very strange to me.
Genres are funny hazy things that materialise when they need to. Manufacturing one just seems crazy.

Its different style chillstep (DFRNT, Burial for example)...
So not dubstep but chillstep.
Its very easy to use FM. No science. Fruity Loops gots one inside...
Sytrus... For example.
Rock and roll had specific instruments.
Hip hop had specific instruments.
Trap and dubstep is defined by specific instruments...
Why not FMYNTH?
And if you dont like it you dont like it.
Its natural to use specific instruments in some genres...

- ambient focused liquid-dnb (yep cymbals,lowhats, hihats will be from Liquid DNB)
- breakbeat (Yes can be breakbeat drums there too but this is not strictly rule)
But also we can be inspired by slower drums like was in 90s RNB (Royksopp song) or even highpitched dubstep drums aka IDM drums (Aphex Twin song) (do you remember 2step or UK garage ? so such drums too) or liquid drumandbass (Apollo 440). But keep octave high (like in jungle dnb) and then use smooth bassdrum kick in background...
Simply that 3 songs will be inspiration. And when there will be more types of drums, music will be more colorful (not all hip hop songs have same drums or rock songs). But keep it relaxed, highpitched and fast or slower but more complex...

If that instrument will be created by FM VSTi or it will be FM synthesizer or FM keyboard or old game console - computer with FM soundchip or whatever... is up to you. But 1 instrument or channel must be FM! Everything else can be based upon samples, gameboys, NES etc etc...

And why it is so bad idea? Dubstep gots its wobble bass (90% of songs are using NI Massive), acid house its Roland TB-303. There are toons of examples... So why not FM?
FMYNTH simply will have at least one FM instrument or one FM channel in sequencer.
Everything else can be PSG, samples, VSTis, singing or what ever else...
I think there will be still huge space for creativity. And that FM instrument will brings
its characteristic sound... Something like scratching is in hiphop, rap music...

I remember that I had old audio cd with my old mods from 90s and I had such fungus on it. Some tracks was not working some was with high noise... It was one of first CD-R... Probably new are better. (Some manufacturers quaranty up to 50years)
