I’ve sent PM to another user but they can’t see them. I can receive messages from them. Is this known?

That probably means their inbox is full and they need to delete a few messages.

If anyone has admin access, the message ID is 51917, in case you want to check it. I know the inbox isn't full because subsequent messages were read.
