Everytime I try to connect to any channel I get "Permission Denied - You're not an IRC operator"
I wish I could get into irc to ask why my irc is not working

no idea why. mibbit does it automatically but i had to change it in chatzilla
i was pretty confused for a few days. some server migration i suppose?
this may apply to other IRC clients as well
i was able to use a web based client like mibbit with no issues
Optical is in Europe, and since the recent attacks I think it's the only one left in Europe. It's probably better for them and better for you if you connected to one a bit closer to home. irc.na.esper.net should pick a suitable north-american one.
