Right around 0:24 this track gets awesome.
only video I could find.
If there was a clean rip of the entire soundtrack anywhere, you'd all get it
i will review and possibly deliver
I just stumbled on this! It definitely belongs on the list:

Best track on that game. I love this soundtrack.
I'm going on 4 days with this song playing constantly in my head, it's maddeningly catchy...I even ended up eating at McDonalds, which I think is somehow related...
I've always had a soft spot for Titan Warriors - composed by Ms. Tarumi but unreleased. It's like... the lost levels of Mega Man haha
The title screen song from Cosmo Tank. [ GB]
The music from SMB2 when you're going to select a character is underrated. It reminds me of old Atari music. The most underrated sound track is from Pokemon Gold and Silver, especially the Kanto music. I think it's much better than the Red and Blue music.

I really enjoyed--and this is mostly because I played them soooo much as a kid--the soundtracks for the Legend of Zelda: Oracle of Ages and Legend of Zelda: Oracle of Seasons games. They were really effective at eliciting an emotion which complemented the environment.
Take for example these two tracks:
The Zora Village song from Oracle of Ages

and Level 2: Dancing Dragon dungeon theme from Oracle of Seasons
