You can't as far as I can tell. C64 trackers don't have accurate tempo (it fluctuates over time)
They are rock solid. There is definitely no fluctuation in Goat Tracker (a few microseconds jitter at each tick at worst), but perhaps if you compare the tempo to the closest integer bpm they are drifting by comparison. What makes you say that tempo fluctuates?
I've been fond of 137.5 lately. Not joking. It's a compromise between NES refresh tempo 150, dubstep tempo 140, and trance tempo 130.
Like anything, it's subject to lots of tweaking.

My most common bpm has been 244, I'm pretty sure
My defaults are 115, 128, 132, and 145. I've written stuff at 80 and 90 before and I've written stuff at 178-200 too.
140, standard prescription for a lot of 2-step, dubstep and grime... but I find myself drifting... slower.
My songs have gotten progressively slower since I started writing music. Right now anywhere from 65-85. Slow and low that is the tempo.
only use tempos that are divisible by interpretive dance. (this might actually be advice.)
