I'm gonna have to second Team Toothpaste's newest. He's got some tracks that are brostep-y, but most of it is old school, down-tempo dubstep. I've span that album too many times.
FUCK took 4 pages to name Je Mappelle. Releases like "Together" and "Fate". The last one is probably my favorite wub related album, but it's not really chipchoon.
Also, Whitely (http://soundcloud.com/whitelymusic) is mainly chipstep and he is really talented

To be honest i usually don't even post in these things anymore, it's really a waste of time to argue about dubstep, and all the stupid subcategory names and the brostep / ambient split and omg Skirlex Deamouws why you hatin? bullshit
Btw, Dubstep was a genre created entirely within the digital realm, all Dubstep was originally made from chips, therefore one could argue that all dubstep is "chipstep".

I don't think anyone is outright claiming he makes dubstep, his tunes as of late are just very experimental with LSDJ and it's capabilities for bass
