At that price range, nothing better than the shit you already have in your computer.
Do everyone will say to me that for this price i can buy only peace of shit. Maybe someone will write down model of good external audio card?
Numark stereo IO is okay to use hasn't failed me yet
If you want to buy a good Audio Interface for recording, then you have to face with high price.
I recommend Saffire Pro interfaces, it's expensive but quality of these is awesome.
I use this one for recording my guitars, basses and percussion for my metal band http://www.focusrite.com/products/audio
re_pro_24/
I'm sure this interface is great for recording chiptunes.

Anything made by Native Instruments.
The Griffin iMic has served my Dell Inspiron very, very well. Used it for years with no noise/issues whatsoever.
Then again I'm not known for making the cleanest of music.

$25-$27
jw what that is? Insulator of some sort?

I've also been using this (albeit an older one that looks different but functions the same) with a high degree of success for years. It's USB, not USB 2.0 or Firewire and unless you're running a Pro studio it doesn't matter.

Electrical ground.
I thinking about Creative "X-Fi Surround 5.1 Pro" USB Retail [SB1095]
if you're just using it for chip/tracker music (and maybe an input from a mixer) something like the Behringer U-Control series would probably do. (I got a UCA202 to use with the netbook at Blip2011, thanks Akira for the recommendation) USB, RCA jacks in/out, headphone socket, works fine with ASIO4ALL too if you need small latency in a DAW.
