There is plenty of chipmusic in time signatures other than 4/4. I'm completely biased but I think creating tracks in 5/4, 6/8, 7/8 etc. is a lot easier with a tracker. With a tracker you just change the length of a pattern to give you the number of beats per pattern that you want.
