Pirate shells are cheap! The quality actually isn't too bad either. I'd say they're about the same level as the Chinese gameboy shells.

It's a screen to apply solder paste. Basically they silk screen it on (like a t-shirt), but the components on, then stick it in an oven to reflow the solder.
