@nickmaynard
Go for it! I am assuming you are using a DAW, and if so, can you export wavs of the different tracks when you are done? It doesn't have to be a work of art if you just want to screw around with some stuff and then shoot out some wav files. Hit me up at rush (at) rushcoil.com and I can give you FTP info.
I have the Novation X-Station 25, great controller, and is also a great portable interface with effects. I have gone through 4 M-Audios, I am not joking. I had an 88 weighted M-Audio that I gave away for free. If someone wants it, the guy I gave it to hates it too, LOL... the action was horrible. The USB breaks on the M-Audio's in a year without fail (right outside warranty). A 25 note controller kind of sucks if you actually play piano or keyboard, and I constantly wish I had a 49 key or even the MicroKorg. I generally use the 25 key controller just to try out sounds before programming stuff manually since it really isn't big enough to "play" on except with one hand.
Edit: missed the word "cheap" - if you don't have the cash, I'd still go to Best Buy and get a damn M-Audio 49, they are $99. It will be dead in a year, but they are very SIMPLE which is good. I wouldn't buy a used M-Audio, or Alesis, or Behringer. Otherwise they are fine while they work.

I'll do it - how do you want to proceed? If you did the drums and bass for instance, could I modify it by chopping it up and moving it around or is the goal to just have someone do it and then make the other half fit like a glove? The power pop stuff is fine, I heard your 88MPH song, that kind of style is cool, very anamanaguchi...
I have two of these with 1/4" outputs that I got in a trade from a guy, and honestly I've never even heard the TI99 chip. They seem like flakey machines, and one of them won't even boot, but I am wondering if anyone can direct me to where I can hear music composed on this thing, because I am wondering if it is even worth tracking down software and learning to use it.
I am also really interested in emulating SNES songs and wondered why nobody seems to like it. My guess is just because it sounds, to some, like an early GM set, a lot like a Roland Sound Canvas (SC-55 or 88), and doesn't have the novelty factor of pure chip. But I would argue the nostalgia factor is definitely there for me.
I have actually tried to do it. I think there is a definite style to SNES music, regardless of the sample set. Capcom, Konami, and Nintendo all made incredible music during this time, some of the best game music ever, imo.
I feel like a prick, but I bought one off of him on eBay for $150. It came in about two weeks. He has a perfect eBay rating. I see about one a month on there, give or take. I told a friend in town and he said "Ah, I've been waiting for 3 years on mine."
Bob Katz is all over gearslutz.com, and if you want info on mastering or music production in general, there is so much good information there. Someone tell me when they figure out how to make an album sound like little-scale's Error Repeat.
