From the picture I'm pretty sure it's a 4 way gba link cable. I'm not sure if these work for syncing, maybe someone else knows.
i'm pretty sure GBA uses the same link port as color / pocket
also you could just use it for SPs

in this version, you can go into the menu (hit esc or return or whatever) and go multiplayer->browse servers -> internal browser.
i usually just join which ever one has the most people in it
