Ah yeah it's quite possible, I use FT2's liveplay as much as a real keyboard. (pro-tip: get a decent computer keyboard so you don't get blocked key signals)  Maybe he's thinking of ones where you use a joypad.

Yeah, use whatever hardware/software you want. Modern chipmusic is really all about the aesthetic and to be honest the more people that embrace that the more varied it'll become.   Seeing as 90% of the people writing it these days only release streamable files it doesn't really matter if it's playing back in real-time or not.
