there are a LOT of programs downloadable (the vast majority of them are free)

those just scratch the surface!
obviously i can't explain to you how to use all of them, but most of them come with a manual so you should be able to read that to figure out what's going on.. and just keep trying at them until you figure them out. the more popular trackers (famitracker, milkytracker, lsdj, etc) might have video tutorials on youtube also. try a bunch of them and see which you prefer famitracker like already mentioned is a good option but it has a VERY distinctive sound and you either want that sound or you don't... same for LSDJ and many of the chip-trackers.
if you want a bit more flexibility in your sound i recommend openMPT for a beginner... also a lot of people swear by Milkytracker (although not me)

what am I personally using?? Schism Tracker, Goat Tracker, and Surprise Adlib Tracker 2 (adlib trackers available here: http://adlib.wave460.net/trackers.html - they run in dos or the DOSBOX emulator)...
