Ground Kontrol and Backspace, which are right around the block from one another, sometimes host chip events. Ground Kontrol has occasional "battery powered music" events that feature open mixer/open mic times. When I saw Anamanaguchi play, it was at Backspace. Great places to hang out, too 
I wouldn't be surprised if a chip/thrash artist showed up at Rotture/Branx, either - seen lots of good punk shows or rap artists with electronic influence there.

What is your background in music, if any? What kind of chiptune do you want to make? Do you have experience using DAWs? Trackers?
mixing it with stereo could really get this more punchy...
If you think it'll make your sound better - try it! Can't hurt anything. I'm sure nobody here is going to nail you for not being a 'purist' so long as you are honest about where your sound comes from and don't try to misrepresent it.
Any chance of an update on the Super Game Boys? If I ship you mine, can I get in on the modification melee? I'd love to have some form of prosound, PS/2, etc, on it.
